SNILS. What it looks like and how to design it correctly

The abbreviation SNILS stands for “Individual Personal Account Insurance Number”. This green plastic card can also be called a “pension certificate”, “insurance document”, “pension card”. The Pension Fund assigns an individual number to each working citizen to provide health and pension insurance. The personal account, coded under the number indicated in the SNILS card, contains information about the person’s work experience and his pension contributions.

To steal money, scammers falsify applications or obtain a signature by slipping other documents to the person. To avoid becoming clients of unscrupulous organizations, do not sign papers without first and thoroughly reading them.

Many people do not understand why scammers need SNILS if it cannot be used to obtain a loan, withdraw money from a bank account, or re-register property. But with the help of an insurance certificate, it is possible to hack into a personal profile on the State Services website , and there is information that allows access to the taxpayer’s funds.

Features of the national SNILS

SNILS is a document confirming the registration of citizens of the Russian Federation in the pension insurance system. The form of this document is established by Resolution of the Board of the Pension Fund of the Russian Federation No. 122p dated October 21, 2001.

Every citizen is formally a future pensioner. Therefore, you can register with the Pension Fund at any time in your life:

  • parents can correct SNILS for their child;
  • a citizen who has a passport can obtain it independently;
  • When applying for a job, the employer must take care of the availability of SNILS.

A green plastic card with a number has certain features:

  • she is unique;
  • can only belong to one person;
  • assigned for life;
  • The SNILS number consists of 11 digits: three groups of any numbers of 3, written with a hyphen, and the last control pair, where the numbers are calculated using a special algorithm when drawing up an employment contract (Article 65 of the Labor Code of the Russian Federation).

Why do scammers collect SNILS codes?

The main goal of scammers is to obtain new clients from NPFs. Employees of a non-governmental organization are financially rewarded for each taxpayer they attract.

You cannot get a loan using an individual insurance code, since banks do not issue loans without a passport and TIN.

Another option for scammers to use SNILS is to try to log into an account on a government services website. But in addition to the code, you also need a password, so the chance that scammers will hack your account is small. There is no need to fear that scammers will issue a loan in your name, since this is impossible without a passport, TIN and your signature.

Where scammers use someone else's SNILS

Scammers obtain SNILS in order to transfer the savings portion of a citizen’s funds to a non-state pension fund. In other situations, the individual code has no value. Non-governmental organizations are trying to attract more customers, so they use all the tricks.

We issue SNILS: procedure for the employer

If a citizen already has SNILS, he is obliged to provide it to the employer, who only needs to make a copy of the card; the original remains with the owner. The employer will indicate the SNILS number in reports provided by the Pension Fund.

Federal Law No. 27 in Article 7 states that a person entering work for the first time receives his SNILS through the employer, and the latter has 2 weeks to register a new potential “client” of the pension fund. To issue a SNILS card for a newly hired employee, the employer needs to take the following steps.

  1. Receiving a statement from an employee that he asks to be issued a SNILS.
  2. In the Pension Fund, where the employer is registered as an insurer, he is given the appropriate application forms (form ADV-1 for the first issuance of SNILS, ADV-2 for those who have changed personal data, ADV-3 for issuing a duplicate).
  3. Filling out the questionnaire by the employer with the signature of its employee (it is important to make sure there are no errors in writing the name and dates). If at the time of registration the employee is on vacation, on sick leave, on a business trip, etc. and cannot personally sign the form at the required time, the employer certifies it himself, immediately indicating the reason.
  4. Drawing up an inventory of documents submitted to the Pension Fund of the Russian Federation, according to the ADV-6-1 form (the inventory can be one for several questionnaires, if SNILS is issued not to one employee, but to a group at once).
  5. Transfer of a package of documents to the Pension Fund.
  6. Receiving a SNILS card and issuing it to the employee against signature on the accompanying sheet.
  7. Return the statement to the Pension Fund, where they must make a note about the issuance of a new certificate to a specific employee.

Fraudsters can use several ways to obtain SNILS from citizens:

  • through the use of various opinion polls, door-to-door visits, calls from non-existent Pension Fund employees for consultation on the progress of pension reform;
  • remote (telephone) verification of documents by false representatives of government agencies;
  • registration of information about a candidate in a non-existent recruitment agency;
  • a promise of payment from the Pension Fund: for example, they notify about the possibility of cashing out pension savings (sometimes this scheme is used to lure a citizen’s card number);
  • personal data can fall into the hands of fraudsters through leaks from the registers of government agencies, banks and non-state pension funds.

If information about SNILS has leaked, then additional precautions should be taken:

  1. Check the information in the credit history bureau (BKI): whether there are any loans unknown to the debtor.
  2. Check where the funded part of the pension is stored: whether the savings were transferred without the knowledge of the account owner to a third-party NPF.
  3. Change registration information from the State Services portal.
  4. If your passport and SNILS are stolen, you need to seriously think about security and contact the police with information about the theft, and also change your passport.

If a citizen finds out that before 2021, without his knowledge, pension savings were transferred to a non-state pension fund, then he must write an appeal to the fund demanding an explanation of exactly how pension savings were transferred to them, and provide a copy of the agreement signed by him personally. If SNILS is stolen, you can also contact law enforcement agencies, since such actions are classified as fraud. In order for there to be grounds for initiating a criminal case, attackers must not only obtain information about SNILS, but also use this data for illegal purposes - for example, to issue a loan to the owner.

Terms of production and issuance of SNILS

The law establishes deadlines for submitting documents to the Pension Fund, issuing cards to the employer and transferring them to employees. All legally established deadlines relating to SNILS are shown in the table.

Regulation of activities in the field of pension provision

The only state organization providing services in the field of compulsory pension insurance is the Pension Fund of Russia. Transferring the funded part of your pension to other, non-state funds is solely your decision, and no one can influence it.

However, in order to protect the pension savings of insured persons, within the framework of December 28, 2013 No. 422-FZ, the Deposit Insurance Agency was created, which carries out accounting of all non-state pension funds (NPFs). At the end of 2021, their number had decreased to 38, for example, compared to July 2016, when the register of accredited non-state foundations included 46 organizations.

In essence, the Mandatory Pension Insurance Agency protects citizens' funded pensions and guarantees the payment of all funds accounted for in a special part of their personal account, with the exception of the additional income they have accumulated. Payments already assigned from pension savings are also guaranteed, and their size cannot subsequently be reduced.

Consequences in the absence of SNILS

An employee who does not have a personal account with the Pension Fund does not make pension contributions, which means that his time of work is not counted towards his official length of service, so it is not profitable for employees to work without this card.

For the employer, the Labor and Tax Codes do not provide for direct liability for violation of the procedure for registering employees with the Pension Fund. However, if employees do not have SNILS, problems will inevitably arise when submitting reports to social funds, because insurance premiums will not be transferred without an account. If the audit reveals this violation, the employer will be punished for late or incorrect filing of reports.

The violating employer may be charged up to 10% of the annual pension accruals that he was obliged to pay for an employee without SNILS.
